State jobs down 18.4%

Wave of retirements, hiring freeze present challenges, opportunities for change

ALBANY — The state workforce is smaller, grayer and in the process of rebooting.
A glut of retirements combined with a hiring freeze have presented challenges — to the remaining employees as well as an administration that's rethinking the way state government works.
 "I understand the inertia and the opposition, but we've been able to bring some changes," Cuomo said. "But we are at a point now where people are really more cooperative."
