Heroine Arrest 
Frank R. Ingoldsby, 45 of Drumough Road Averill Park, and Jacob R. Quickenton, 20, of 1st Street Troy, have been charged with Criminal Sale Controlled Substance 3rd Dgr. – Heroin.
