For the month of JANUARY 2022, each time a $12.00 Bloomin’ 4 Good Bouquet with a red circle sticker is purchased at the East Greenbush Hannaford, $1 will be donated to COHMSA. This is a great way to give back and raise donations for our organization.
Flowers can brighten a room, spread a smile or make someone’s day. Supporters can buy two, three or more bouquets throughout the month. The more bouquets sold, the more donations raised!
Highlights were rescuing a den of baby bunnies and protecting a goose egg.
Thank you to all the volunteers, to Castleton's Department of Public Works which will be hauling and chipping the piles, to Home Depot for donating trash grabbers, to Village leadership for supporting this effort and to Riverkeeper for their unfaltering work to restore health and vitality to one of our greatest living treasures, the Hudson River. #RiverkeeperSweep
With a new year also comes new opportunities to step forward as a leader to help your community. CPL's Board of Trustees is currently seeking trustees to fill two vacancies on the Board. The Board is responsible for guiding funds, policies, and strategic planning for the library. The Board meets monthly; the total time commitment for Trustees is approximately two to three hours per month. Although 2020 was a rough year for many of us, we'd like to share some happy 2020 news! CPL and our staff received some special honors this past year:
In June 2020, CPL was awarded the Youth Program of the Year Award by the Upper Hudson Library System for our "Community Visitors at Storytime" program series in 2019.
In November 2020, our Director was awarded the Mary Bobinski Innovative Public Library Director Award by the New York Library Association.
In December 2020, Library Journal designated CPL as 1 of 262 Star Libraries nationwide, based on metrics such as item loans, visitation, event attendance, and public computer & WiFi use.Although our library operations continue to be different at the dawn of 2021 due to COVID-19 precautions, all of the staff at CPL continue to do our best to provide excellent service to everyone in our community!

Questar III BOCES is pleased to announce that its special education program located at the former Maple Hill Middle School is now named the Paul Puccio School at Maple Hill. The new name honors the memory and legacy of the late Paul Puccio, who gave so much of his life to public education and students in Schodack and Questar III.
Questar III District Superintendent Dr. Gladys I. Cruz said it was only fitting to name this school for Puccio, who served simultaneously on three school boards – Schodack CSD, Questar III and Tech Valley High School.
“Paul was the model school board member that every superintendent and community needed. Throughout his work and deliberations, he focused on expanding opportunities for our students to learn and for our school districts to work together and collaborate. Paul’s mission of service – to enrich the lives of others – is our mission at the BOCES – and we continue to be inspired by his life’s work,” said Cruz.
Puccio dedicated his life to public service and community involvement. He was first elected to the Schodack CSD Board of Education in 1981 and Questar III Board of Education in 1999 (and served in both capacities until his death in February 2019).
“We are proud to recognize Paul Puccio for his outstanding leadership and service to the Schodack Central School District and greater community,” Schodack Central School District Superintendent, Jason Chevrier, said. “We are proud and honored to partner with Questar III BOCES to see their program in Schodack named after Mr. Puccio. It is a great recognition of his commitment to all students, our schools and the greater Schodack community.”
He helped many of the Questar III programs and services expand and restructure their offerings to better serve students and school districts. He chaired the board’s audit committee, meeting regularly with business officials. Puccio also served as an instructor and curriculum developer for required board trainings. In 2017, he developed an online training program for new and veteran board members.
Puccio was also a founding member of the Tech Valley High School Operating Board, serving as its first president from 2006 to 2018. As president, Puccio and his colleagues helped Tech Valley High School grow into a nationally recognized school. Today, it continues to lead public education into the future, fostering new relationships with business, higher education, and the community.
The Paul Puccio School at Maple Hill serves special education students attending two different Questar III programs, a middle school therapeutic program (TYP) and a middle school New York State Alternative Assessment (NYSSA) program. The TYP classes are designed for students in a mental health diagnosis that interferes with success in school, which may include school phobia and anxiety. The NYSSA classes are designed for students with significant cognitive difficulties as well as social and behavioral disabilities.
Questar III and Schodack CSD will plan a formal dedication ceremony in 2021 when conditions allow for safe gatherings.
COVID-19 Update
As of yesterday (July 18), there are 34 residents of Riverside Center for Rehabilitation and Nursing who have tested positive for COVID-19, as well as 18 staff members, 10 of whom are County residents (and a few of those are town residents). Initially, New York State had postponed all village elections which were to take place on Wednesday, March 18, 2020 to Tuesday, April 28, 2020. Extenstions due to the coronavirus (COVID-19) have further pushed village elections back to June 2020. It was later postponed again until September 15, 2020. If you are concerned about being in public due to the coronavirus but would still like to vote in the village election please contact the Village Hall at (518) 732-2211 ext. 3 to make arrangements to receive am absentee ballot. If you have already completed an absentee ballot and returned it to the Village Hall it will be honored and counted on election day.

Crews battle fire at abandoned Castleton home
CASTLETON, N.Y. (NEWS10) — A fire broke out at an abandoned home in Castleton-on-Hudson Thursday night.
The fire took place around 10:15 p.m. on Maple Hill Road.

Castleton-on-Hudson is a sleepy little village just south of Albany, with a reputation for having enjoyed its heyday long ago. But a small group of volunteers envisions vibrant businesses and streetscapes that draw people to stroll, shop, eat and have fun, with the majestic Hudson River as a backdrop. They held the Third Annual Main Street Day on Saturday with the theme, “The Arts on Main,” designed to help highlight Main Street’s potential.
Three stages featuring performances by musicians, actors, storytellers and dancers kept visitors entertained all afternoon while a bald eagle circled overhead. Talented artists showcased their paintings, pottery, jewelry, tie-dye, birdhouses and photographs.
An interactive mural painter created two beautiful scenes with help from attendees; the murals will be hung in prominent spaces in the Village. Other fun activities included watercolor painting, sidewalk chalk, face painting and giant lawn games.
Main Street Day was presented by the Castleton-on-Hudson Main Street Association (COHMSA). Formed just 2-1/2 years ago, this group of passionate residents is working hard to bring life back to Main Street. After two successful Main Street Days, the creation of the walking loop “the Main Street Mile,” the installation of a nautical flagpole with code flags spelling “WECOME HOME” and numerous beautification touches, people are starting to take notice.
Suzanne Donnelly, Vice President of COHMSA said, “With the enthusiasm and tenacity of our group and local government, change really is happening! We see a resurgence of excitement and pride at each accomplishment. And there is no better way to top off summer than with COHMSA’s main event of the year. It’s great to see everyone come out and enjoy “The Arts” we have featured. It is a day for all ages, a day to embrace gifts of talent, family, friends and friends-to-be.”
Local government officials are improving the Village in other ways. In November 2018, the Village received a $50,000 grant for Riverfront Park from the New York State Department of Environmental Conservation Hudson River Estuary Program. The funds will be used to hire a legal negotiator for river access and a landscape architect for park design. The Village recently received two other grants – an AARP Community Challenge grant for park benches, planters and a community bulletin board at 2 Green Avenue and a Preserve New York grant for hiring an expert to review the former Noyes Engine House and assess needs to create a community gathering space at 4 Green Avenue.
Castleton is a warm and welcoming community with an award-winning school district, affordable housing, a short, traffic-free commute to Albany and the beautiful Schodack Island State Park just down the road. Village government and COHMSA welcome potential business owners who have the vision to take advantage of an untapped opportunity.

Puccio, Paul S. CASTLETON - Paul S. Puccio, 72, passed away peacefully, at home, on February 26, 2019 surrounded by his children and family. For more than 30 years, Paul’s passion and dedication effected change in various NY State agencies. He retired as the Executive Deputy Commissioner of the Office of Alcohol and Substance Abuse Services (OASAS). As a young man and father, who believed in government working for the people, he decided to run for the Schodack Central School Board in 1981. For the next 38 years, he challenged the community to be compassionate, inventive, and to always advocate for education and development. In 2010, he was voted New York State School Board Member of the Year. In lieu of flowers, please contribute to a scholarship fund that will be setup in Paul’s name to continue his motto “Passion, Persistence, and Patience.” Checks can be sent to Schodack Central School District, attn L. "Mayor, Robert Schmidt, liked our idea and agreed to be our advisor for the project," said Skyler Misiaszek.
The park will have three benches and two planter boxes to hold flowers. The project will also add a sign that “Welcomes” everyone to the park.

As you may know, the NYS Senate has proposed a 4% increase in Library Aid that would restore $3.1 million in funding for libraries and library systems, and the NYS Assembly has proposed a $1 million restoration in Library Aid.

Libraries are essential to our communities, our schools and our college campuses. Libraries serve people of all ages and backgrounds and at every phase of their learning development. No other state funded service serves so many people for so few dollars. Library Aid amounts to less than one tenth of one percent of the State Budget, and yet the libraries and library systems this funding supports serve over 14 million New Yorkers.
In addition, please have the Assembly join with the Senate in excluding public libraries and systems from the MTA payroll tax to correct an oversight last year that left us out when private schools were added to the list of exempt entities.”

Castleton Fire Company Breakfasts
The Castleton Volunteer Fire Company is sponsoring it's traditional "all you can eat" breakfast's on the first Sunday of each month through May 2012, except for January when the breakfast will be held on the second Sunday, January 8. The breakfast's are held from 8:00 am to 12:00 noon, and the prices for the breakfast are $7.00 for adults, $6.00 for seniors, and $5.00 for children ages 5-11.

The Castleton Kiwanis Christmas Party will be held at the Castleton Elementary School on Sunday, December 11, from 3:00 p.m. to 6:00 p.m. Children from Birth to 10 years are invited to attend. Registration is required, call 732-2644 by December 4.

The House Decorating Contest will be judged on Sunday, December 18, after 7:00 PM.
New Sidewalk Clearing Policy
The Board revised an existing sidewalk law to now include language that home-owners with sidewalks on their property are responsible for keeping those sidewalks clear of snow and ice. This law has been on the books for years but didn’t specifically mention snow and ice.

Pet Giving Tree Donations Sought for Animal Shelter
For the month of December, a Pet Giving Tree will be displayed in the lobby. Please consider donating animal food, treats and toys to place under the tree, which will be brought to the shelter in Menands over the holiday break. Also, the tree will be decorated with pictures of your pets. You can bring a picture to Mrs. Clarke in the main office and an ornament will be made for the tree. Local Author Visit to CES – Friday, December 9 at 6:45 p.m.
Local author Matt McElligott will visit CES on Friday, December 9 for assemblies throughout the day. The PTO is also hosting a presentation by Mr. McElligott that evening at 6:45 p.m. in the auditorium with a reception following. Students and parents are encouraged to attend this event. Castleton Volunteer Community Clean Up Day - Saturday, May 7
The Village of Castleton will hold a Community Clean Up Day on Saturday, May 7 from 9:00 a.m. to 3:00 p.m. Join friends and neighbors in the school and community to pull the work gloves on, get the paint brushes out and pitch in to spruce up parts of our village. Work assignments will run no more than two or three hours. Interested community members are asked to meet at the parking lot across from Stewart’s (next to Mahar’s). Upper Hudson Library System to Boycott Major Publisher’s E-books
Albany, NY - The Upper Hudson Library System (UHLS) announced today that the 29 public libraries serving Albany and Rensselaer Counties have decided to boycott all future electronic content purchases from HarperCollins Publishers, one of the world’s largest publishing houses. The decision to boycott is in reaction to a recent HarperCollins policy change in the sale of their e-book titles that establishes a license limit of 26 checkouts per title on all e-books purchased for library use.
Electronic books (e-books or e-content) are digital files that are purchased by public libraries and made available to library users who can download the book onto their e-reader or other mobile device for use for a limited checkout period just like traditional library books. With the recent proliferation of these devices, the use of e-content at local libraries has increased dramatically in the last six months. The UHLS member libraries have begun to devote more of their limited materials budgets to build their e-content collections to meet this demand.
This new policy requires libraries to re-purchase HarperCollins e-books after the book has been checked out 26 times, which is a radical departure from the purchase agreements used by other
e-content publishers, who typically sell the library the use of the file for as long as the library wants to provide it to their users.
”The UHLS member libraries felt strongly that this was a change that would hurt libraries and library users and that we needed to push back," said Timothy Burke, UHLS Executive Director. "The policy change works contrary to what library consortiums are designed to do. We are trying to share resources to stretch the taxpayer dollar as far as possible. We understand the profit motive of the publishers, but they are losing sight of the purpose of libraries and consortiums. We are driven by service to our users."
An open letter from the Upper Hudson Library System was sent to the publisher, posted on the UHLS website, and shared with member libraries. The letter informs HarperCollins of the boycott decision, explains why this new policy is harmful to libraries and library users, and urges the publisher to reconsider their decision. It also encourages HarperCollins and all publishers to work together with the library community on a mutually beneficial system to make information in this new format available to library users.
In a March 7, 2011 article in Library Journal.com, UHLS was listed along with library consortia in Oklahoma, Massachusetts, Oregon, and Missouri as the leaders in the push back movement against HarperCollins.

CASTLETON — The Castleton Public Library has a new director: Amy L. Peker, who took over in January. She holds an master’s degree in information studies, earned at the University at Albany-SUNY.
In a statement, Don McKnight, president of the library’s Board of Trustees, said that Peker was hired, “after considering many solid candidates, based on her qualifications, her enthusiasm and her dynamic personality.”
Peker’s qualifications include working as a library assistant with the Albany Public Library and a library aide with the Brunswick Community Library.
“I grew up in Hopewell Junction,” she said, “and went to college in Oneonta. I worked at the library on campus and saw myself as working in an academic library.”
After moving to Albany to pursue her master’s degree, however, “I became interested in public libraries,” she continued. Her stints in the Brunswick and Albany facilities cemented her decision to find a job with a community library.
In her short time in Castleton, Peker said she has learned a lot about the town. “Before I came, I knew it was across the river from Albany and full of history,” she said. “I’ve learned a lot in a month. There is a real sense of community here.”
As the town’s librarian, she oversees 16,000 books. But, she added, libraries today are more than bound pages.
“A library is the educational focal point for a community,” she explained. “It is a place to obtain information. Education is more than reading a book. The media and the internet are part of education, and a library provides access to them because they are a connection to everything outside the community.”
Peker, who noted that she has received “a warm welcome” from the community, already has ideas of what she wants to do to improve the facility.
“I have goals, and I’m ambitious,” she said. “I have a list of things I want to do, such as making the library more accessible, extending its hours, making collections more usable, and adding new programming for young people.”
