An eight-year-old boy who was mauled by a pit bull in 2009 is holding a news conference on the steps of the State Capitol asking lawmakers to overturn the "one-free bite" rule Thursday.
A
rally is scheduled to happen on the steps of the Capitol this afternoon
in favor of overturning the "one-free bite" rule, which means the owner
cannot be held responsible for the dog's first bite to another unless
the owner was negligent in their actions to control the dog. Do you
think the "one-free bite" rule should be overturned?http://www.news10.com/story/18786115/eight-year-old-dog-bite-victim-rallys-to-change-nys-one-bite-rule
